As a Delivery Manager, you will work closely with policy, operations, engineering, and vendor teams to make sure the product meets user needs, delivers measurable impact, and aligns with our strategic priorities. 

What you will be working on

1. Product Planning & Roadmap Execution 

  • Translate platform vision into a clear roadmap for your domain. 
  • Prioritise product backlogs based on business value, user impact, and dependencies. 
  • Align domain priorities with overall platform objectives and delivery timelines. 
     

2. Designing, Testing & Iterating 

  • Conduct user research, workshops, and data analysis to define requirements. 
  • Work with designers and engineers to design, test, and deliver impactful features. 
  • Iterate based on feedback and metrics to improve usability and effectiveness. 
     

3. Stakeholder Engagement & Change Management 

  • Build strong relationships with policy, operations, and tech stakeholders across agencies and community partners. 
  • Facilitate requirements gathering, feedback loops, and adoption activities. 
  • Balance competing needs and negotiate trade-offs while keeping focus on user and organisational outcomes. 
     

4. Performance Monitoring & Continuous Improvement 

  • Define and track product performance metrics such as adoption, efficiency gains, and user satisfaction. 
  • Use analytics and insights to propose enhancements and improve product value. 
  • Support implementation of best practices in product management. 
     

5. Risk, Compliance & Governance 

  • Identify and mitigate risks or delivery blockers. 
  • Ensure features meet security, compliance, and performance requirements  
  • Work with QA teams to support testing and release readiness. 

What we are looking for

Qualifications 

  • Degree in Computer Science, Information Systems, Engineering, Business or related discipline. 
  • 5+ years in as a delivery manager, product manager or business analyst
  • Experience delivering large-scale IT systems, ideally in case management, social services, or enterprise SaaS platforms. 
     

Skills & Competencies 

  • Strong product sense, backlog management, prioritisation, and delivery execution skills. 
  • Experience working directly with engineers, designers, and multiple stakeholder groups. 
  • Skilled in translating strategy into actionable requirements. 
  • Familiarity with Agile delivery practices and modern product development tools. 
  • Excellent communication, facilitation, and negotiation skills. 
     

Nice-to-have 

  • Knowledge of Singapore’s social service ecosystem and processes. 
  • Experience in inter-agency systems integration or government digital services.
