About the Project

This is a government digital services platform focused on customer service and integration with multiple backend systems. The role involves strict compliance with national IT governance standards, security protocols, and service-level agreements (SLA) for production support.

 

We are seeking a versatile professional who can operate effectively as both a Business Analyst (BA) and a Quality Assurance (QA) Specialist for a large-scale public sector application. The ideal candidate will work closely with public service stakeholders, interpret evolving requirements, ensure compliance with public sector standards, and coordinate quality activities while still being able to perform hands-on testing when needed.

This hybrid role is essential for bridging communication between business needs and technical implementation while safeguarding product quality across a complex, evolving environment.

Key Responsibilities

Business Analysis 

  • Collaborate with public sector stakeholders to gather, clarify, and refine business requirements.
  • Facilitate workshops, interviews, and requirement elaboration sessions with multiple agencies and user groups.
  • Analyze policy, procedural, and regulatory documentation and convert them into structured functional and non-functional requirements.
  • Produce clear and actionable documentation (user stories, acceptance criteria, BRDs/FRDs, process flows).
  • Manage and prioritize requirements in a frequently changing environment.
  • Support backlog grooming and ensure proper scope alignment.
  • Ensure requirements meet public sector standards for accessibility, compliance, and security.
  • Act as a liaison between stakeholders, delivery teams, and QA functions.

 

Quality Assurance Management 

  • Lead and coordinate QA activities across the project, ensuring comprehensive coverage for all releases and major features.
  • Develop and maintain test strategies, quality plans, and test governance practices.
  • Ensure proper traceability from requirements through testing and validation.
  • Oversee defect lifecycle management, ensuring timely resolution and transparent communication with development teams.
  • Participate in release readiness assessments and provide quality risk evaluations.
  • Establish or improve QA processes, templates, and standards for the project.
  • Collaborate with PM and stakeholders to align quality expectations with delivery timelines.
  • Perform hands-on testing (functional, regression, exploratory) when needed to validate critical features or support tight deadlines.
  • Support stakeholders during UAT, including guidance, coordination, and validation of feedback.

Required Skills and Qualifications

  • 3+ years of combined experience in Business Analysis, Quality Assurance, or hybrid roles.
  • 2+ completed commercial projects
  • Experience working on public sector or large-scale enterprise systems.
  • Strong understanding of QA methodologies, test management practices, and software delivery lifecycles.
  • Ability to navigate complex, ambiguous, and evolving requirements.
  • Proficiency with tools such as Gitlab Board, or similar.
  • Experience writing user stories, acceptance criteria, and detailed requirement documentation.
  • Ability to produce and oversee test plans, test strategies, and quality metrics.
  • Excellent analytical, communication, and stakeholder relationship skills.
  • Comfortable working in multi-agency or multi-department environments.

 

Nice-to-Have

  • Experience with public sector accessibility standards (e.g., WOGAA).
  • Background in managing UAT cycles or coordinating large stakeholder testing groups.
  • Familiarity with Agile approaches iterative requirement refinement.
  • Exposure to automation frameworks (not required but beneficial).
  • Understanding security and data privacy considerations for public services.
