Senior Consultant- Oracle HR Tech (Government)/ Functional Processes

YOUR ROLE

Lead the design, configuration, and implementation of Oracle HCM Cloud solutions (e.g., Core HR, Talent Management, Payroll) tailored to public sector needs.

Translate business requirements into functional specifications and Oracle system configurations.

Advise clients on HR best practices, operating models, and compliance frameworks within the public sector.

Collaborate with cross-functional teams (technical, change, testing) to deliver end-to-end transformation programs from discovery through deployment.

Support change management, training, and user adoption strategies to ensure long-term success and value add for the client.

Troubleshoot and resolve functional issues, ensuring system integrity and user satisfaction.

Contribute to business development through proposal writing, client presentations, and thought leadership.

Business Development – Leading or contributing to proposals, RFPs, bids, proposition development, client pitches, and event hosting.

Internal Contribution – Supporting campaign development, internal think tanks, whitepapers, practice operations and offering development, recruitment, and team events.

Learning & Development – Engaging in training, certifications, and development aligned with your career goals and evolving business needs.
YOUR PROFILE

Deep expertise in Oracle HCM Cloud modules (Core HR, Talent, Payroll), including hands-on configuration experience.

Strong understanding of HR operating models, public sector HR policies, and regulatory compliance.

Proven ability to lead functional workstreams, mentor junior consultants, and influence stakeholders at all levels.

Experience in full lifecycle Oracle implementations, including requirements gathering, testing, and deployment.

Familiarity with Oracle reporting tools (e.g., OTBI, BI Publisher) and basic SQL is a plus.

Demonstrates agility, innovation, a collaborative and continuous improvement mindset in dynamic environments.

Oracle HCM Cloud Certification (preferred)

SC Clearance or eligibility to obtain (required for government projects)

Currently working in a major Consulting firm, and/or in industry but having a Consulting background

Proven ability to be successful in a matrixed organisation, and to enlist support and commitment from peers in selling and delivering consulting solutions.

Experience of proposition building and delivery.

Business development – utilising a combination of the organisation’s broader pre-existing relationships, company relationships and your own network, you’ll be helping with revenue generation.
